Celeste Duke, SPHR, is a Senior Training Content Specialist at BLR. She has written about human resources for a variety of publications and manages the HR training products. Before coming to BLR, she was the business editor for The Daily Herald in Columbia, Tennessee. Celeste earned her bachelor’s degree from David Lipscomb University and a master’s from Middle Tennessee State University, where she also taught writing.
In May 2013, the U.S. House of Representatives passed HR 1406, the Working Families Flexibility Act, which would allow employers to offer compensatory time off in lieu of time-and-a-half cash wages for overtime. Employees would be allowed to “cash out” unused comp time within specified periods of time.
