National Summary
The U.S. Department of Labor’s (DOL) Office of Federal Contract Compliance Programs (OFCCP) published its long-awaited final rules, making significant changes to the regulations implementing the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA). The new rule became effective on March 24, 2014. The OFCCP has provided contractors with an extended compliance date for the Affirmative Action Program (AAP) requirements in Subpart C (the AAP provisions). The law applies to any employer with a covered federal contract or subcontract for the furnishing of supplies or services, including construction, and for the use of real or personal property, including lease arrangements. In addition, employers with covered contracts must file an annual “Federal Contractor Veterans' Employment Report” (Form VETS-100A) with the U.S. Department of Labor (DOL) each year, and include specific requested information.
