The union, called Working America, will not be a workplace-based organization and will not have bargaining power in the workplace. Instead, the new union will try to use its weight to influence public policy on a variety of labor and other issues, the newspaper reports.

Organizers will canvas neighborhoods to recruit new members, to educate and to promote a platform centering on issues such as jobs, health care, and education.

The AFL-CIO says the new organization aims to be a voice for people who feel they have no power to influence lawmakers. The newspaper likens the new organization to the AARP, which collects dues from its members to advance issues important to retired persons.

The AFL-CIO says the new union will resonate with American workers.

"The overwhelming majority of working Americans rejects this anti-worker, antifamily agenda and is ready to overturn it, but lacks a movement to make its voices heard," the AFL-CIO said on its website.
