Vermont First, Arizona Last in 'Smartest State' Ranking

Vermont is the smartest state in the country, according to a ranking by Morgan Quitno Press, a research and publishing company based in Lawrence, Kansas.

Rounding out the top three on the company's Smartest State list this year are Massachusetts and Connecticut . All six New England states made the top 15 in the ranking, with Maine coming in 5th, New Hampshire in 12th, and Rhode Island in 14th .

The company ranked states based on how they stacked up against the national average, using 21 elementary and secondary education indicators. The company measured states based on factors like expenditures for classroom instruction, pupil-teacher ratios, high school graduation and dropout rates, and reading, writing, and math proficiency.

At the bottom of the ranking were Arizona (50th), Nevada (49th), Mississippi (48th ), and California (47th ).

The top 10 on the list follow:

  5. Maine
  6. Virginia
  7. Montana
  8. Wisconsin
  9. Iowa
  10. Pennsylvania
