Under the proposal, civil money penalties for child-labor violations causing the death
or serious injury to youths in the workplace would increase from $11,000 to
$50,000, and to $100,000 for repeat or willful violations.
The president said the higher penalties would be a better deterrent against repeated
or egregious offenses.
