10 Best Health Plans

The best commercial health plan in the United States this year is Harvard Pilgrim Health Care, according to a ranking published in U.S. News & World Report.

The magazine's America's Best Health Plans 2006 ranking is based on data collected and analyzed by the National Committee for Quality Assurance (NCQA), an accrediting body for managed-care plans. The NCQA scored health plans in four major areas: Access to care, member satisfaction, prevention, and treatment.

The organization scored more than 240 commercial health plans, setting the highest possible score at 100 points, including about 15 points for NCQA accreditation.

Harvard Pilgrim Health Care earned a score of 93.2. The other health plans in the ranking's top five are Tufts Associated Health Maintenance Organization (92.7), Harvard Pilgrim Health Care of New England (92.4), Blue Cross and Blue Shield of Massachusetts (91.4), and Capital District Physicians' Health Plan (90.8).

The top 10 health plans in the ranking follow.

  1. Harvard Pilgrim Health Care (Massachusetts, Maine)
  2. Tufts Associated Health Maintenance Organization (Massachusetts, New Hampshire, and Rhode Island)
  3. Harvard Pilgrim Health Care of New England (New Hampshire)
  4. Blue Cross and Blue Shield of Massachusetts
  5. Capital District Physicians' Health Plan (New York)
  6. ConnectiCare (Connecticut)
  7. UPMC Health Plan (Pennsylvania)
  8. Group Health Cooperative of South Central Wisconsin
  9. Independent Health Association (New York)
  10. Preferred Care (New York)
